Urban Development Department issues guidelines for the implementation of UP Matrubhumi Arpan Yojana

Lucknow, June 18: The Yogi government has issued guidelines for effective implementation of the Uttar Pradesh Matrubhumi Arpan Yojana in urban areas. According to these guidelines, issued by the Urban Development Department, if a donor contributes 60 percent for a development project in an urban body, the government will provide the remaining 40 percent. This 40 percent or less will be arranged from the budgetary provisions for the relevant departments.

Additionally, the donor’s contribution will be deposited into an escrow account established under this scheme. Within 30 days of the donation being deposited, administrative approval for the related work will be granted by the concerned District Magistrate. Additionally, progress reports on the work will be submitted to the government.

The proposal of the scheme will be sent to the government by the Municipal Corporations through the Municipal Commissioners and by the Executive Officers of other urban bodies (Nagar Palika Parishad / Nagar Panchayat) through the District Magistrates.

Departments will play a crucial role

According to the guidelines, if a donor provides funds for the construction of classrooms or smart classes in schools and inter colleges, the remaining funds will be provided from the budget of the Basic and Secondary Education Department.

Similarly, funds for community buildings will come from the Urban Development Department, for primary health centers from the Medical and Family Welfare Department, and for libraries and sports facilities from the Sports and Youth Welfare Department.

Furthermore, the Home Department will release funds for developing CCTV cameras, surveillance systems, and fire service stations. The remaining funds for the development of cremation sites, water supply, sewerage, and STPs will come from the Urban Development Department. The Urban Development Department will also assist with bus stands, solar energy street lights, drinking water schemes, and RO plants.

The task of effectively implementing the scheme will be of Uttar Pradesh Mathrubhumi Society, which will be done through the Director Municipal Directorate in urban areas. The Project Monitoring Unit (PMU) will assist the Director Urban Directorate in the effective implementation and supervision of the scheme. The PMU will develop a web portal and mobile app for this purpose. Through this portal, the donations from donors and the government grants will be deposited in a separate bank account (escrow account) opened for the scheme. Once the funds are deposited, they can be used for the related projects.

The portal will be accessible with the help of any scheduled bank. It will display details about the projects and their types to provide all necessary information to donors. Government grants, CSR funds, and other grants will also be deposited through the portal. A call center will be used to directly contact donors and address their requests and issues. Roadshows will be organized both in India and abroad to promote the scheme.

Donors will need to be informed about the plans

Information about the scheme and details of the projects will be provided to donors by the relevant Municipal Commissioner/Executive Officer at the urban body level. After a project is completed and the donor issues a certificate, a fee of 0.5 percent of the total funds provided by both the donor and the state government, up to a maximum of Rs 10,000 per project, will be paid to the urban local body. This fee will be split equally between the donor and the state government.

The Municipal Commissioner and Executive Officer will contact donors to inform them about the scheme and provide details of the necessary projects for urban development. They will also keep donors updated on the progress of the designated projects with the latest details and photos through the web portal. To ensure that projects under this scheme are not duplicated by other schemes, technology such as geo-tagging will be used.

These well-off individuals want to contribute to the development of their hometowns, but due to the lack of an organized platform, they are unable to provide the desired level of support and contribution. To address this, the Yogi government has launched the Uttar Pradesh Matrubhumi Arpan Yojana.

Under this scheme, if an individual or private organization wants to develop infrastructure or carry out development work in an urban area and is willing to bear 60 percent of the cost, the remaining 40 percent will be provided by the state government. Additionally, the names of the contributing individuals or organizations will be displayed on a plaque of a specified size and type at an appropriate place.
